Following the release of its Leading Workplace Strategies (LWS) guidelines, the provincial government of British Columbia set out to modernize its ministry offices to offer more inclusive and flexible working environments. Responding to this mandate, the Ministry of Citizens’ Services (BC MOCS) engaged Kasian to transform its 90s-era workspace into a forward-looking, people-first, new office environment.
The existing office for the Ministry of Energy, Mines and Petroleum Resources reflected a time when enclosed workstations, limited access to natural light, and minimal informal gathering space were typical – no longer aligning with the organization’s values.
Through close engagement with project managers, users, and workplace planners, a concept was developed that reflected the needs and working styles of this diverse stakeholder group. Drawing inspiration from the natural landscape of British Columbia, the design incorporates colours, textures, and patterns that reference the West Coast context.
The design supports a bright, open, and collaborative environment while balancing the need for private offices, quiet rooms, and focused workspaces. Strong graphic elements and accent installations serve as internal landmarks, aiding wayfinding in a workplace that includes unassigned desks for mobile staff. Custom graphics and a modern, neutral palette ground the overall design.
The revitalized floor encourages teams to rethink how space can support evolving work processes and dynamics. It now serves as a model for future adaptability of subsequent floors within the building.
